Opportunities for Newcomers in Bristol Home Care Tender
We spotted an interesting detail in a recent contract notice for a Bristol Home Care Open Framework – something we don’t see very often. This tender represents a golden opportunity for Bristol home care providers that are new to the sector, and looking to secure their place on a framework. Here’s an extract from the tender specification:
New providers to Bristol who do not have any current commissioned hours with the Council must describe within 1000 words how their organisation will set up a home care service in Bristol. The response should demonstrate the key milestones, required resources such as staff, recruitment, electronic monitoring systems, office systems (eg. effective rostering) and key deliverables set out in this specification.
We’ve never seen a question like this before on a tender specification.Inclusion of this question signals a change in approach by Bristol City Council, it seems they are now willing to consider home care service providers that are new to the sector, as long as they can demonstrate rock solid business planning and mobilisation strategies.
Bristol City Council has floated alternative approaches before. We wrote about it last year in our blog when it released tenders for Care Home providers to help meet the shortage of care provision in the Bristol area (independent Care Homes aren’t generally the go-to solution for councils when it comes to housing their vulnerable residents). Recent press reports suggest this may not have been entirely successful, with over 300 people receiving residential care outside the city, one as far away as 226 miles in Durham – clearly not an ideal situation and one which they would hope to have avoided.
At any rate, Bristol City Council should be applauded for their agile and responsive approach. Far from freezing in the headlights of the social care crisis, they are taking brave commissioning choices in these tough times. This new tender focusing on care at home shows the council’s commitment to keeping service users at home and in their community, helping them to stay independent. If successfully implemented, the strategy of focussing broadly on home care should reduce the need for Care Home places.
